As soon as he was activated, Firn Man grew a hatred for Combust Man, because ice doesn't like fire :{DDDDD . He has the ability to absord the energy from the air and turn it into very flexible firn, that can morph into equipment that fits the current situation.

His design is kinda generic in regards to ice-themed robot master, but adherent to the Megaman series style.
His helmet design should echo this theme as should his body. Perhaps you could add some parts on his body where he produces the firn and shapes it. Like on his arms, in a sunken in area.
I think this idea is excellent, but you should make his abilities and nature more easily discerned from his appearance. Like how it's easy to tell that Chill Man is an ice robot master, Heat Man is a fire robot master, that Search Man fires rockets, etc..
